In terms of Condition 13 of the Environmental Authorisation (DFFE Ref. 14/12/16/3/3/1/2673), the Final Generic Environmental Management Programme (Generic EMPr/GEMPr) for the on-site IPP substation is submitted to DFFE for approval. Amendment Notice #4 (Ref. 14/12/16/3/3/1/2673/AM4, dated 12 August 2025) approved the final Site Development Plan (SDP) for the SEF, including the substation. The Draft GEMPr was available for public review from 21 August to 22 September 2025 in accordance with Regulation 41 of the EIA Regulations, 2014 (as amended).
A Public Participation Process (PPP) Report accompanies the Final GEMPr, documenting how I&AP comments on the Draft GEMPr were received and addressed. All comments are captured in the Comment-and-Response table, and updates have been incorporated into the Final GEMPr where applicable. The AM4-approved substation SDP is appended to Part C of the Final GEMPr.
