Rheinmetall Denel Munition (RF) (Pty) Ltd (RDM) proposes to increase the manufacturing capacity of several existing production plants at its Wellington facility, located within the Drakenstein Local Municipality in the Western Cape, approximately 16 km north of Wellington. The facility forms part of a long‑established industrial complex used for the manufacture of chemical products required for military propellants, industrial explosives and pyrotechnics. The proposed changes relate exclusively to operational adjustments within the existing developed footprint of the facility, including increased production at existing plants and extended operating hours at the burning grounds, and do not entail any physical expansion, new construction or new land disturbance.
The increased production throughput will result in increased emissions from existing sources and is therefore subject to a Basic Assessment process and an application to vary RDM’s existing Atmospheric Emission Licence.
The facility is located within the Drakenstein Local Municipality, approximately 16 km north of Wellington.
In terms of the Environmental Impact Assessment (EIA) Regulations, 2014, a variation of an Atmospheric Emission Licence (AEL) that results in increased atmospheric emissions requires Environmental Authorisation (EA) under the National Environmental Management Act 107 of 1998 (NEMA). To inform the EA application, a Basic Assessment (BA) process is being undertaken in accordance with the EIA Regulations, 2014.
SRK Consulting (South Africa) (Pty) Ltd (SRK) has been appointed by RDM to undertake the BA process, including the associated public participation process. The BA will inform the application for EA in terms of NEMA and the variation of the AEL in terms of the National Environmental Management: Air Quality Act 39 of 2004 (NEM:AQA).
