Trans Hex Operations (Pty) Ltd (THO) is applying for a Mining Right (to mine diamonds) in Marine Concessions 11B and 13B off the Western Cape Coast of South Africa. Mining will be conducted by means of a remotely controlled seabed tractor launched/recovered from a vessel.
In terms of the Environmental Impact Assessment (EIA) Regulations, 2014, an application for a Mining Right requires an Environmental Authorisation.
THO has appointed SRK Consulting (South Africa) (Pty) Ltd (SRK) to undertake the EIA process required in terms of the National Environmental Management Act 107 of 1998 (NEMA) and the EIA Regulations, 2014.
The concessions are off the Western Cape Coast of South Africa. The B-concessions stretch from ~1 km offshore to ~5 km offshore.
The Environmental Impact Assessment (EIA) Report, and Executive Summary of the EIA Report, for the project were released for public review and comment between 12 June 2025 and 14 July 2025. Public Open Days were held in Ebenhaeser and Doringbaai on 1 and 2 July 2025 respectively, and a Small-Scale Fishers Focus Group Meeting was held in Doringbaai on 2 July 2025.
The public participation process conducted to date has provided stakeholders the opportunity to submit their comments on the EIA Report. Comments received during the EIA Phase have been incorporated into the Final EIA Report, which was submitted to the Department of Mineral and Petroleum Resources (DMPR) on 22 August 2025 for their decision making.
Once a decision is taken by authorities, this decision and the associated appeal procedure will be communicated to all registered stakeholders.
