Airports Company South Africa SOC Ltd (ACSA) intends to develop and construct a New Cargo Precinct (NCP) (also referred to as the Midfield Cargo Complex) at the O.R. Tambo International Airport (ORTIA) in Johannesburg, South Africa.
The proposed ORTIA NCP has been identified as a catalytic project for the economic growth of ACSA in South Africa and is currently limited by the size of the existing cargo facilities in the Western Precinct. As such, ACSA intends to develop new cargo facilities at the northern end between the existing parallel runways at the ORTIA.
Air cargo contributes to international trade and economic development. As part of the sustainable profitable business, a cargo development strategy with short-, medium-, and long-term steps for the ORTIA was defined. The strategy to define cargo development for ORTIA involves the development of a consolidated air cargo complex, which will increase the current volumes of cargo handled with 750 000 tonnes/annum and the estimated warehouse space with 75 000 m2. The development of the ORTIA NCP is critical for the sustainable operation of ORTIA.
SRK Consulting (South Africa) (Pty) (SRK) has been appointed as the independent Environmental Assessment Practitioner (EAP) to undertake and manage the Scoping and Environmental Impact Reporting (S&EIR, also referred to as the Environmental Impact Assessment (EIA) process) required in terms of the National Environmental Management Act (Act No. 107 of 1998, as amended) (NEMA).

Notice is hereby given that the Scoping Report for the O.R. Tambo International Airport (ORTIA) New Cargo Precinct (NCP) and Associated Infrastructure, City of Ekurhuleni Metropolitan Municipality, Gauteng Province is available for review and comment. The Scoping Report will be available for review and comment from 18 March 2026 – 20 April 2026.
The National Environmental Management Act (Act No. 107 of 1998) (NEMA) and the Environmental Impact Assessment (EIA) Regulations (GNR 982 of 2014, as amended) requires the applicant to provide all registered Interested and Affected Parties (I&APs) with an opportunity to review and comment on the Scoping Report over a 30-day period. Comments received from I&APs will be collated and responded to in an updated Comments and Responses Register (CRR) to be included in the Final Scoping Report that will be submitted to the Department of Forestry, Fisheries, and Environment (DFFE) and an appendix to the Final Scoping Report. Where required, the Scoping Report will be edited and updated to address I&AP comments.
