Red Cap Energy (Pty) Ltd, under various Special Purpose Vehicles, namely, Riemland Wind Farm 1 (Pty) Ltd, Riemland Wind Farm 2 (Pty) Ltd, Riemland Wind Farm 3 (Pty) Ltd, Riemland Wind Farm 4 (Pty) Ltd and Riemland GridCo (Pty) Ltd (collectively referred to as ‘the proponent’), respectively propose to develop four wind farms and associated grid connection infrastructure near Heilbron, Free State, collectively referred to as the Riemland Wind Farms Development.
The Riemland Wind Farms Development will require a number of approvals and authorisations including:
SRK Consulting (South Africa) (Pty) Ltd (‘SRK’) has been appointed by the proponent as the independent Environmental Assessment Practitioner (EAP) to undertake the Scoping and Environmental Impact Reporting (S&EIR) processes required for the Riemland Wind Farms Development in terms of NEMA.
Accordingly, five separate S&EIR processes are being undertaken in parallel for:
An ~100 000 ha area near Heilbron in the Ngwathe Local Municipality (Fezile Dabi District Municipality) and the Nketoana Local Municipality (Thabo Mofutsanyana District Municipality), Free State.
The Scoping Reports and Executive Summaries of the Scoping Reports for Riemland Wind Farm 1, Riemland Wind Farm 2, Riemland Wind Farm 3, Riemland Wind Farm 4, and the Riemland Grid Connection are available for public review and comment from 26 June 2026 to 27 July 2026 and can be accessed via the document file links below.
Hard copies of the Executive Summary (in English, Afrikaans and Sesotho) are also available at the following venues:
Stakeholders are invited to submit comments and/or register on the project database via the following the link: https://forms.office.com/r/rQempSGaBN. Alternatively, written comments can be submitted to the SRK contact person listed above.
Comments must be submitted by 27 July 2026. Note that only registered stakeholders will be notified of future progress on the project.
